In what way did Charlemagne’s rule and influence have a bearing on the English language?
No direct influence that I can think of. The church had reintroduced Latin to Britain almost 150 years before Charlemagne was born, and he drew (partly) on educators and educational methods hammered out in England to launch his own church reforms (Alcuin, anyone?).
The only influence on English that I could think of would be very indirect; Charlemagne developed the model of the Christian king as a patron of learning, and if Einhard is to be trusted, that included the promotion of writing in the vernacular as well as reform of Latin. Unfortunately we have hardly any evidence of the kind of vernacular writing from Charlemagne's own generation that Einhard describes, though there is some from a bit later, like Ruodlieb or the Heliand.
But later in the ninth century, Alfred the Great in England launched a program of education and reform, including translating Christian works into Old English, that looks like it's based on Charlemagne's efforts (or on Einhard's claims about his efforts). A lot of the surviving Old English writing dates from Alfred's time and after. So that might be counted as a kind of influence.
